Sex Trafficking Legislation
In The Line of Fire – Backpage and The Trucking Industry!
This week we will focus on the challenges of trying to control the activities of commercial sex advertisers like Backpage through legislation and the impact on protecting citizens’ right to privacy when using the internet. We will also look at the impact on the trucking industry and bills proposing to penalize commercial drivers who engage in the solicitation of sex while on duty.
- STOP ENABLING SEX TRAFFICKERS ACT (SESTA) would amend the Communications Act of 1934 to clarify that section 230 of that Act does not prohibit the enforcement against providers and users of interactive computer services of Federal and State criminal and civil law relating to sex trafficking.
U.S. Senator Rob Portman is proposing a bill that will allow victims of sex trafficking, who were advertised on Backpage or similar sites, to obtain justice and sue the internet company for damages. It will also allow that state and local authorities can prosecute websites for violation of Federal and State sex trafficking laws.
2. Congresswoman Elizabeth Esty (Conn) and Congressman John Katko (NY) introduced two bipartisan bills in the U.S. House of Representatives to combat trafficking:
THE COMBATING HUMAN TRAFFICKING IN COMMERCIAL VEHICLES ACT would designate a human trafficking prevention coordinator to the U.S. Department of Transportation and increase outreach, education and reporting efforts for the Federal Motor Carrier Safety Administration.
THE NO HUMAN TRAFFICKING ON OUR ROADS ACT would disqualify from operating a commercial motor vehicle for life an individual who uses a commercial motor vehicle in committing a felony involving human trafficking.
