Don Howell has spent a life time in law enforcement investigating sexually motivated crimes including child molestation, rape, physical abuse of children, homicide and child kidnapping/abduction. He is a 30-year member of the California Sexual Assault Investigators Association and the author of three books “Sex Crimes – a Step by Step Guide to Effective Interviewing of Victims and Suspects,” “Beyond Stranger Danger, Smart Parents Raising Safe Kids,” and “Lessons From a 21st Century Samurai Seiken Way, Completing the Circle, a True Story.”
This week as host, Opal Singleton, interviews Don, listeners will gain an eye-opening understanding of the motivations behind many sexual assaults. Don will share his experience of interviewing both perpetrators and adult and minor victims to help us understand how and why these horrendous crimes take place. Don will also reveal the five trademarks of sex offenders. Most important, we will share with parents what they really need to know about sexual predators to protect and educate their children.
Don Howell Bio

Police Officer – Monrovia Police Department for 6 years
Police Officer – Huntington Beach Police Department for 24 years with 22 years spent working as a full time Detective in the ‘Crimes Against Persons’ Unit. My primary assignment was investigating sexually motivated crimes, including child molest, rape, physical abuse of children, homicide and child kidnapping-abduction. I have worked closely with crime victims and their families, with local, state and federal law enforcement agencies and the news media. In 2003 I retired from full time police work but continued with HBPD as a part time detective, working sex crimes and felony assaults. I was on loan to the Orange County Homicide Task Force, a cold case unit, for 3 1/2 years. Currently I’m assigned to HBPD’s Domestic Violence Unit. I’ve been a police officer for 46 years.
Founding Board Member – Adam Walsh Child Resource Center, which later became the California branch of the National Center for Missing and Exploited Children (NCMEC). I served as a board member, advisory board member and special adviser to the board of directors.
I am a 30 year member of the California Sexual Assault Investigators Association and in 2002 was presented with its ‘Sustained Achievement’ award.
TEACHING EXPERIENCE
Lecturer for the Delinquency Control Institute – located on the campus of the University of Southern California
My class is designed for detectives and other law enforcement affiliates entering the sex crime field to learn how to:
- Use the offender’s behavior against him/her during the suspect interview
- Identify the type of sex offender based on information gathered during the victim interview
- Define different types of sex offenders, for the purpose of effective interviewing
- Use sex offender behavior to aid in case load management
